The Council of Ministers of the Jubbaland State Government, in a meeting chaired by the President of Jubbaland, has expressed deep concern over Somalia’s current political uncertainty, particularly the expiration of the constitutional mandates of federal institutions.
According to a press statement issued after the meeting, the Jubbaland Cabinet convened its regular session in Kismayo on Thursday, April 23, 2026, where members held extensive discussions on the fragile political situation facing the country and the end of the legal terms of federal authorities.
The Cabinet underscored that, in line with Article 60 of the Provisional Constitution of the Federal Republic of Somalia, the constitutional term of the Federal Parliament officially ended on April 14, 2026. It further noted that the mandate of the President of the Federal Government is set to expire on May 15, 2026.
The Jubbaland Cabinet stated that the expiration of these constitutional terms affects all federal institutions equally, warning that the resulting institutional vacuum could pose serious risks to national security and disrupt the functioning of federal bodies. Such a scenario, the Council cautioned, may further destabilize the country if not addressed urgently and responsibly.
In its statement, the Cabinet strongly warned against any form of foreign interference that undermines Somalia’s political sovereignty. It emphasized that external interventions at this delicate moment could exacerbate existing tensions and potentially push the country toward renewed instability and fragmentation.
The Jubbaland Council of Ministers called on all relevant stakeholders and international partners of Somalia to work collectively to safeguard the constitutional and political agreements reached by the Somali people. It urged inclusive cooperation to achieve a comprehensive and consensual solution capable of steering the country through this critical period.
Concluding its statement, the Cabinet reiterated that an inclusive, Somali-led solution based on genuine dialogue and political consensus remains the only viable path toward lasting stability and the continuity of legitimate state institutions in Somalia.
