The Somalia Future Council (Golaha Mustaqbalka Soomaaliyeed) has issued a strongly worded statement declaring the official end of the constitutional mandate of members of the House of the People of the Federal Parliament and raising alarm over the country’s worsening political environment.
According to the statement, issued on April 14, 2026, Article provisions of Somalia’s Provisional Constitution of 2012 confirm that the term of the House of the People has formally expired. As a result, the council said, the Parliament no longer holds constitutional legitimacy, and any political decisions taken beyond this point risk violating the constitution and undermining state institutions.
The council also cautioned that President Hassan Sheikh Mohamud has already exceeded his constitutional mandate and accused him of repeatedly postponing elections without broad consensus. It warned that continued delays and unilateral political decisions could aggravate divisions, weaken governance, and expose the country to serious security and political risks.
In its statement, the Somalia Future Council expressed concern that the president has dissolved previous election frameworks without replacing them with an inclusive and constitutionally grounded process. It noted that such actions threaten national unity, disrupt state-building efforts, and create uncertainty at a time when Somalia faces fragile security conditions and humanitarian challenges.
The council urged Somali citizens to remain vigilant and to oppose unconstitutional maneuvers aimed at extending mandates through force, coercion, or political manipulation. It emphasized that any electoral process must be legal, transparent, inclusive, and based on national consensus.
Additionally, the council called on the international community, development partners, and regional stakeholders to refrain from supporting or legitimizing any political process that contradicts Somalia’s constitution. It warned that doing so could further destabilize the country and erode public trust in democratic institutions.
Concluding its statement, the Somalia Future Council appealed to President Hassan Sheikh Mohamud to acknowledge the gravity of the situation and to take responsible steps that prioritize national stability, the safety of Somali citizens, and the restoration of a credible electoral pathway. The council reaffirmed its commitment to peaceful, lawful, and inclusive solutions that uphold constitutional order and protect Somalia’s future.
