The Presidency of Jubbaland has issued a strong statement distancing itself from the ongoing constitutional amendment process, following extensive consultations held by members of the Federal Parliament representing Jubbaland region, along with officials from both the Federal Government and Jubbaland’s own Parliament.
According to the statement, Jubbaland emphasized that it has not been part of, nor endorses, the current steps being taken to amend the Federal Constitution. The Presidency noted that the process underway does not align with the previously agreed-upon constitutional review framework, nor does it comply with the consultative mechanisms established for constitutional changes.
Federal MPs from both chambers representing Jubbaland also confirmed that they were not involved in completing any procedures related to the constitutional amendment process, describing any outcome from the process as unofficial and unrecognized by Jubbaland.
As a result, the Jubbaland Government declared that no constitutional changes affecting Jubbaland’s territories will be accepted if they are introduced without broad-based public consultation, national dialogue, and consensus. The Presidency stressed that the Constitution must only be amended through a fully inclusive national process, ensuring participation from all Somali stakeholders and reflecting the collective will of the Somali people.
The statement added that Jubbaland remains committed to working toward all necessary national decisions, provided they align with the legally mandated timelines and involve the appropriate federal institutions. However, the Presidency warned that any unilateral decisions or incomplete processes could endanger the fragile progress made toward national elections and political stability.
Jubbaland reaffirmed its readiness to cooperate with the Federal Government, Parliament, and the Somali public to safeguard the constitutional framework and ensure that any reforms are the product of genuine consensus, transparency, and lawful procedures.
