The Jubbaland Civil Service Commission has held a comprehensive Stakeholder Engagement and Community Consultation Meeting in Kismayo to mark the commencement of plans for the construction of its new headquarters, a project aimed at strengthening institutional capacity and improving public service delivery across the state.
The consultation brought together representatives from the Jubbaland Government, the Somalia Enhancing Public Resource Management Project (SERP), civil society organizations, women’s groups, traditional elders, and other community stakeholders.
Participants shared their views, recommendations, and expectations regarding the project ahead of the official start of construction works.
The new headquarters will be financed through the Somalia Enhancing Public Resource Management Project (SERP), which is implemented by the Federal Ministry of Finance of Somalia with financial support from the World Bank.
Officials from the SERP Project Coordination Unit (PCU), Mohamed Ahmed Cantoobo and Hassan Mohamed Noor, outlined the purpose of the consultation, emphasizing the importance of community participation and stakeholder engagement in the project’s implementation. They noted that the forum was designed to inform the public about the project, gather feedback, and ensure that the new facility is developed in a manner that reflects local needs while adhering to principles of transparency, accountability, and project compliance requirements.
Speaking at the event, the Chairman of the Jubbaland Civil Service Commission, Siyaad Ibrahim Mohamed, highlighted the significance of the new headquarters, stating that the facility will play a vital role in enhancing the Commission’s operations, improving services provided to civil servants, and strengthening the overall institutional capacity of government agencies in Jubbaland.
The SERP project supports broader public sector reforms and institutional capacity-building efforts across Somalia. The construction of the new headquarters forms part of ongoing initiatives aimed at modernizing government infrastructure, improving administrative efficiency, and enhancing the quality of services delivered to citizens.
The consultation concluded with participants reaffirming their support for the project and underscoring the importance of continued collaboration between government institutions, development partners, and local communities to ensure its successful implementation.
